If a country is importing too much in relation to its exports, the exchange rate can be adjusted to make imports more expensive and exports cheaper. The best way to achieve that is by allowing the free market to determine the exchange rates among currencies, but that is usually not allowed to happen. Rates are manipulated by governments and central banks.]]></description>
